Position Information


This Supervisory Attorney-Adviser position is in the Office of Credit Ratings (OCR) located in New York, NY and is open to the public.

The Office of Credit Ratings (OCR) assists the Commission in executing its responsibility for protecting investors, promoting capital formation, and maintaining fair, orderly, and efficient markets through the oversight of credit rating agencies registered with the Commission as nationally recognized statistical rating organizations or NRSROs.

Typical duties include:

  • Serving as a senior manager providing direction for the activities of OCR's Office of Examinations and Monitoring (EM) and working with subordinate supervisors to manage the examinations and monitoring of nationally recognized statistical rating organizations (NRSROs).

  • Providing expert guidance and leadership for sensitive and complex issues related to NRSROs and the credit rating industry, anticipating problem areas, and establishing new or improved techniques and processes as needed.

  • Leading a risk assessment process that includes maintaining knowledge of the NRSRO industry, developing risk assessment protocols, analyzing market trends, identifying industry-wide and specific risks, and considering novel approaches to further develop the EM program.

  • Fostering effective contacts with NRSROs, private organizations, market participants, international regulators, and other governmental agencies to achieve work objectives, resolve issues, or exchange information.

  • Working collaboratively with OCR staff on various assignments, including preparing studies and reports, providing information related to Division of Enforcement matters, assessing the impact of legislative developments, and considering rulemaking or interpretive guidance.

  • Advising key executives within OCR and throughout the SEC on all EM matters and other areas as assigned.

  • Performing the administrative and human resources management function relative to the staff supervised, including timekeeping, performance management, professional development, and succession planning.

Travel Required

Occasional travel - OCR has staff located in Headquarters-Washington, DC and New York, NY. Travel is required up to 40 days per year.

  • DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.

  • This position is not in the collective bargaining unit.

Qualifying experience may be obtained in the private or public sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT: All applicants must possess the following

  • J.D. or LL.B. degree --AND--

  • Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-17: Applicant must have at least four year(s) of post J.D. work experience as a practicing attorney that also includes at three years of specialized experience. Specialized experience includes all of the following:

  1. Reviewing and evaluating the policies, procedures, practices, and records related to the structure, operations, and practices of Nationally Recognized Statistical Rating Organizations (NRSROs), and NRSROs' compliance with statutory and rule requirement; AND

  2. Leading teams of staff with varying backgrounds (e.g., legal, accounting, examining); AND

  3. Identifying and/or evaluating topics and questions for monitoring activities; AND

  4. Performing and facilitating interviews with entities being examined and monitored and preparing analysis and/or reports on examination findings and monitoring discussions; AND

  5. Preparing oral presentations and drafting written work product
